Staking

configure_stake sets min_stake, the unstake cooldown, and the heartbeat window. The cooldown and the window must each be from 1 to 150,000 slots. The registry authority chooses the numbers. They are not constants in the program.

stake locks lamports in the node account. The node becomes Active when the locked amount reaches min_stake. A smaller deposit stays Registered. unstake locks the entire stake until cooldown_end_slot. withdraw returns that stake only after the slot has passed. A node cannot deposit again while unstaking.

A configured minimum of zero does not resist Sybil. Fees are a separate question and are not charged here. The CLI staking command still exits with status 2. It does not send these instructions.
