TypeScript integration

@nuvex/sdk exports protocolPda, submitRequest, buildCallbackInstruction, and programIdsFromEnv. submitRequest throws SdkNotImplementedError. buildCallbackInstruction returns the callback payload and does not send it. Host proving is in the Rust SDK.

Program ids are read from NUVEX_ORACLE_CORE_PROGRAM_ID, NUVEX_ORACLE_REGISTRY_PROGRAM_ID, and NUVEX_VERIFICATION_PROGRAM_ID. Missing variables stay undefined. The SDK does not substitute the ids from Anchor.toml.
